Overview

The State Code of Florida requires that all municipalities and counties within the state enforce the most current (5th edition, 2014, effective 06/30/15) Florida Building Code, including Building (Appendices B, C and E), Residential (Appendices A, B, C, E, F and O) and Existing Building Codes, at a minimum. Existing Buildings

Existing buildings, meaning buildings that were built in accordance to code at the time of construction, typically merit extra consideration in a current updated code.

Jacksonville, FL, adopted the Florida Building Code, Existing Building Appendices B and D. Jacksonville, FL, municipal code § 321.101 (adopted):

Regarding reroofing: 

"Not more than 25 percent of the total roof area or roof section of any existing building or structure shall be repaired, replaced or recovered in any 12 month period unless the entire roofing system or roof section conforms to requirements of this code."
